Sutter Butte Basin Regional Levee Improvement Development Impact Fee (Regional LDIF)
The Sutter Butte Basin Regional Levee Improvement Development Impact Fee is intended to provide funding to implement Urban Level of Protection (200-Year) in the Urban (Northern) portion of the Sutter-Butte Basin and 100-Year protection in the rural (Southern) portion of the Basin. The fee is being administered by the Sutter Butte Flood Control Agency (SBFCA) member Agencies, including the City of Live Oak.
As the City of Live Oak lies entirely within the Sutter Butte Basin, the Regional Levee DIF will apply to all Planned Development in the City. Planned Development is defined as all development that is required to obtain a building permit. At the option of the Land Use Agencies within the Basin, the fee may be calculated and collected either prior to issuance of a building permit or prior to building permit final and/or issuance of a certificate of occupancy. The Fee will be charged at the then current rate at the time of calculation. The City of Live Oak requires payment prior to issuance of a Building Permit.
City of Live Oak Building Permit Applicants
The City of Live Oak does not collect impact fees on behalf of other agencies. City of Live Oak applicants will be required to provide proof of payment of the Regional Levee DIF to SBFCA to receive an approved building permit from the City. Step-by-step instructions are provided below for all City of Live Oak applicants.
Applicant Instructions:
- Complete the “Applicant Information Request Form"
- If additional information is needed, SBFCA will contact you at the e-mail or phone number provided. You will receive an "invoice" within 5 business days of receiving the required information that includes the calculated Fee total.
An example invoice is shown here:
- Present the invoice to the Yuba City Finance Department at Yuba City Hall. (Address provided on Invoice)
- Provide payment and attain “PAID” acknowledgment on the Invoice
- Present the finalized PAID Invoice to the City of Live Oak Building Department (Address provided on Invoice).
- City of Live Oak Building Department will issue requested permit
Land Use Types
- Single-Family Residential: Includes structures that are single-family dwellings and duplexes. Half-plexes, rural homes, and mobile homes requiring a build permit are included in this category.
- Multi-Family Residential: Includes structures that are occupied by three or more families living independently of each other, under one roof. This category includes condominiums, triplexes, four-plexes, apartment complexes.
- Commercial: Includes offices, retail facilities, hotels, motels, restaurants, service stations and car washes, medical and dental offices, banks, and any other development typically serving and open to the general public.
- Industrial: Includes development occupied by manufacturing, warehouses, processing plants, heavy and light industry, lumberyards, storage, bulk plants, truck transfer terminals, and any other development typically serving the manufacturing, storage, or processing industries.
